On the evening of April 23, 2020 the Humane Rescue Alliance received a call concerning a brown and white puppy found in a black trash bag on 16th Street NW, near Rittenhouse Street NW. DC Resident Arrested for Cruelty to Animals

Following a Humane Rescue Alliance investigation into alleged physical abuse of a dog, Chester Walker was arrested today on a warrant obtained by HRA Humane Law Enforcement officers and charged with cruelty to animals. The investigation began on December 25, 2019 when a member of the public called and reported a man was abusing a dog outside of an apartment building.
