On the evening of March 17 the Humane Rescue Alliance found a dog wandering around the area of Fairview Avenue and New York Avenue NE. The dogs’ eyes were severely infected and crusted over, and dirty fur that was hot to the touch, possibly from a skin condition. The dog is an adult white and black male Shih Tzu mix.
The dog was left behind by an African American female and male in their late teens to early twenties, they were seen exiting an Infiniti four door sedan. There were at least three individuals inside the car. The Humane Rescue Alliance desperately needs the help of the community for information leading to the arrest and conviction of the person or persons responsible for this horrific act of animal cruelty.
The Humane Rescue Alliance is offering a $5,000 reward that will be given to any person who provides such information.
